Essex has a growing demand for Adult Social Care and our operational services have recently been restructured to signal a strong shift in focus towards prevention and early intervention.

About you



In terms of your skills and experience, it's vital that you have a strong background in commissioning social care services. Having a full understanding of the adult health and social care outcomes legal framework and the Care Act is also very important.

You will be expected to work closely with the director of adult social care, leading the way in implementing and embedding the new structure, and commissioning teams and ensuring that staff members have full awareness of what ECC are trying to achieve.

Previous experience in a similar role within local government, a not-for-profit organisation, the NHS or a clinical commissioning group is essential, as you will be building a business plan and ensuring that ECC finances meet this. Alongside social care commissioning you will have a high commercial acumen and a high-level knowledge of the procurement process. You'll have strong project management and commercial expertise and be able to develop and commission solutions which focus on value for money, innovation and results, with a strong sense of what good looks like and understanding what best practice looks like within the sector. Ability to communicate effectively and you have or demonstrate experience of working with and being able to influence both internal and external stakeholders and developing these relationships. You will be a proactive leader, with a track record of inspiring and motivating people to embrace change and seek new opportunities. Leading by example, you will ensure an atmosphere of trust and openness so that your team feels able to innovate and able to challenge the status quo.
