Contracts Officer in an area team contributing to the activities of the team to ensure the delivery of a high quality, customer focussed service with responsibility for the following:

Contracting for social care services.
Liaise with Home Owners and Social Workers.
Provide the social work link to grant-funded organisations.
Contract compliance.
Carrying out financial assessments.
Setting up and overseeing payments.
Financial reconciliations and monitoring.
Compliance Testing

Fife Council pays the Scottish Local Government Living Wage Rate to employees earning less than GBP8.33 per hour. If the hourly rate of pay for the post is less than the Scottish Local Government Living Wage Rate a supplement will be paid.
HNC or equivalent in a relevant discipline e.g. Accounting, Business Studies, Administration, or Legal Services plus two years post-qualification experience.Hyperlink to the SCQF Framework
Before confirming appointment, you will be required to obtain Protection of Vulnerable Groups (PVG) Scheme Membership through Disclosure Scotland.
Liaise with voluntary organisations to undertake the duties of Link Officer in accordance with the Monitoring and Evaluation Framework.
To develop, prepare and monitor Service Level Agreements, to ensure that the basis and terms of funding is identified and that voluntary Organisations performance is monitored against those requirements.
To offer support to individual organisations or to direct them towards other services, as appropriate.
To ensure that Voluntary Organisations comply with best practice, in accordance with Council Policy and Procedures.
To liaise directly with external service providers in respect of the placement of clients.
The Individual
You should be able to display effective team working with a capability of recognising team goal and outcomes.
Proven skills in the use of spreadsheets. Capable of carrying out complex financial reconciliations.
Ability to work on own initiative and effectively manage workload to meet deadlines
Ability to multi-task.
Experience of negotiating with and persuading a range of providers.
Experience of working with a range of groups and organisations.
Evidence of liaising with customers to ensure needs are met.
Evidence of commitment to and delivery of appropriate information flows.
