Regulatory Business Manager - Democratic Services

Post is currently working remotely due to the Covid-19 situation, but the office base is County Hall, Kingston upon Thames and the post-holder will be required to work there for specific tasks that cannot be completed from home.

This post has been designated as a politically restricted post in accordance with the Local Government and Housing Act 1989.

About the role

Working at the heart of the decision-making process in Democratic Services, you will provide support and guidance to Members in their local, strategic and civic roles. The role will involve day-to-day contact with county councillors and senior officers.

In this challenging and varied post, you will be managing a team that supports meetings of the County Council, Cabinet and the Council's regulatory and other decision-making committees. Tasks will include coordinating committee agendas, reports and minutes, attending formal and informal meetings and drawing attention to procedural issues to ensure statutory guidelines are met. In addition, you will monitor the contents of the Constitution in respect of the Regulatory Committees, advising on any necessary amendments. You will also have the opportunity to co-ordinate and contribute to training for committee members and officers across the organisation.

You must have a keen interest in the key issues facing local government today and a broad understanding of the law and practice of local authority meetings is essential.

The ability to manage a diverse workload to deadlines, work to agreed procedures and translate complex information into clear, concise reports will be vital. Excellent oral and written communication skills, as well as strong IT skills and a flexible approach to pressures and problems, will be vital to this role. You will also need sound judgement, political sensitivity and a creative, innovative approach to the job.
