Programme Director - Social Care Case Management

Social care at Essex County Council has been on a transformational journey, and is now recognised as one of the best-performing departments in the country. But we're ambitious and we want to move to the next level. As Programme Director for Social Care Case Management, you'll play a central role.
In this strategic, highly influential position, you'll lead the design and delivery of the Social Care Case Management programme, improving our technology, practice and processes to underpin the safe and successful delivery of the Council's social care agenda.
You will build and manage critical relationships with senior stakeholders in the Council, as well as with elected politicians, partners, central government bodies and businesses. We'll look to you to lead our push to become an intelligent customer and strengthen our relationship with our current supplier, as well as the wider social care supplier market.
This will mean managing a £6 million programme budget and team of six high-calibre professionals, as well as developing a deep understanding of user needs, social care processes and other critical ECC programmes to ensure the development of a future-proofed, secure, user-and practice-led system.
Your skills and experience
We're looking for significant senior management experience in a large and politically complex organisation. You'll also bring a track record delivering weighty, intricate commercial programmes in a user-focused environment (including large procurement activities and complex contract management), with an emphasis on both cost reduction and customer satisfaction improvements.
You'll have expert knowledge in a relevant professional area, including the application of APM or PRINCE2/MSP standards in significant projects or programmes. A professional Programme Management qualification would be ideal, as would membership of the Association of Project Management, or similar. On a personal level, we're looking for impressive leadership capabilities, creativity, drive and exceptional interpersonal skills.
