Local Government Finance Policy Manager

Starting salary: £46,794 rising to £53,796 over time (Band D)

Change, because following a decade in which funding reduced by a quarter, councils are now adapting to different delivery models, rising demand for services, the legacy of the COVID-19 pandemic and high inflation.

Opportunity, because London’s boroughs are leading the way in delivering London’s recovery and have a real opportunity to shape how London and its local communities rebuild for the future – including how they are funded.

London’s local councils spend over £8 billion each year on providing vital services to residents and invest billions of pounds of capital each year in housing, schools, parks, and other infrastructure.

London Councils’ Finance policy team works to both defend and advance London’s funding. We must be compelling and persuasive in argument; fully fluent in data and evidence in order to influence government, elected politicians and other key stakeholders.

Requirements

This role offers a position at the forefront of local government finance in London.

An understanding of local government and the key issues affecting councils is important, as is the ability to learn and grasp new complex concepts quickly.

You will develop policy arguments and lobby on behalf of London boroughs in order to influence funding decisions made by Government that impact on local government services, including responding to Government consultations and influencing civil servants in Whitehall.

You will have excellent data analysis and research skills, be an innovative thinker and bring new ideas to the table in supporting colleagues to develop policy positions across a range of local government services.

It is important that you are politically aware with the ability to exercise judgement, discretion and confidentiality when dealing with politicians and officers at all levels.
