Director of Commissioning
Adult Social services are transforming rapidly in Norfolk. We have introduced a strong community-based social work model that is changing the way we practice to become strengths-based to support a good life in the community. Our social care services are integrated with local community health and mental health services, and through our plans for an Integrated Care System (ICS) we want to deepen integration with GP services through new Primary Care Networks. We now need our integrated commissioning approach to underpin these changes. We are bringing together our 5 Clinical Commissioning Groups into a single approach to commissioning, and you will help us shape how commissioning changes and adapts to an Integrated Care System.
We spend over GBP350m on adult social care, and we need to strengthen our market development, our approach to quality, and development of the care workforce. We have significant programmes of change with the adult care market to improve mental health services, to develop housing for older people and to transform the care of disabled people. At the heart of this is a determination to renew our approach to personalized care, in partnership with the NHS, local councils and community groups.
Leading strategic commissioning for Norfolk's adult social care and health, you'll arrange outstanding services and make the case for investment in change. To succeed, you must create a sound commissioning strategy and lead arrangements with our partners. It's vital that you can work across our care companies and the voluntary and community sectors, promoting independence and strong links with the NHS and other healthcare organisations. You'll also strive to make sure that services are relevant and fully cost-effective. Although there'll be challenges - working with many providers and taking responsibility for the strategic spend of over GBP350m, your 65-strong joint commissioning team and our Members will be there to help you succeed.
You therefore need to be a senior leader who can enable change and improvement, and who can take the stage in Norfolk, in our region, and in national groups. Politically aware and strategically-minded, you'll understand the government's agenda for the transformation of health and social care. You'll also bring in-depth knowledge of public sector commissioning, the health sector, markets, economics and integration. You could have gained this insight working in local government, the health sector, housing or voluntary sector. We are looking for a strong leader, committed to personalized care, who can communicate and inspire.
