About the Role

Every business is a digital business. The Orbis IT & Digital service plays a key role in the modernisation of public services and supports the delivery of continuous improvements to quality and efficiency.

Over the last decade, Surrey County Council has faced unprecedented increases in demand to the services whilst government grants have reduced significantly. We have limited resources and supply to meet the increasing demand and needs. Integration will be one of the key themes to address financial and operational sustainability.

The Digital Innovation function offers development and data services, across 5 teams. In application development, the emphasis is on exploring business transformation opportunities, plugging gaps in functionality and improving user experience; less so on large-scale in-house application development projects. On the data side, the team plays a proactive role in provisioning and exploiting data. Significant modernisation of tooling and approaches has already taken place and further advances are planned for the areas of data analytics, integration and automation.

Development & Integration Services is one of the teams in the Digital Innovation function, with expertise in application and data integration, programming and associated technologies and methods.

This is a Surrey County Council role providing services across the Orbis partnership.

As Development & Integration Services Team Manager, you will be responsible for leading and shaping a newly formed team. This is a technical team comprising developers and integration specialists to reflect the modern design patterns in application development and integration, e.g. API development. You will help set future direction on approaches and tooling and you will be responsible for driving forward these strategies and building capability within the team. You will also be responsible for existing solutions and platforms, specifically SAP PI and.Net MVC.

We are looking to hire a team lead with a development and integration background. The successful candidate will have the following skills and attributes:

  • Solid development and integration experience
  • Team management experience or ambition
  • Experience of leading development projects and directing technical staff
  • Experience of assimilating new technologies and exploiting the opportunities these bring
  • Exposure to DevOps and a keen interest to drive forward
  • Continuous improvement mentality
