The Post

We are creating a new Commissioning, Contracting and Market Management Service in Adult Social Care. The vision for the new service is to achieve excellence in commissioning for residents in Brent. The service will aim to ensure commissioning always meets local need through having a strong evidence base for all commissioning decisions (including genuinely understanding what people want), commissioning services in the right place, at the right time, ensuring they offer value for money, are of excellent quality and deliver excellent outcomes for individuals through a vibrant marketplace.

As Commissioning Manager- homecare you will be a engaged in a full time fixed term post within the newly developed service. Reporting to the Head of Commissioning, Contracting and Market management you will lead on the delivery of the recommissioning of homecare and reablement services.

Your role will be to lead the overall management of a programme of work to recommission these services including defining a new service model, developing a new service specification in consultation with service users, financial analysis of spend and the impact of transformation to the new service model, engaging with the market to develop new services and with procurement to define the buying strategy. This will be an end to end process and the post holder will ensure that the project is delivered to tight timescales and adheres to the Councils governance procedures.

The Person

You will have a track record of achievement at a senior level in a similarly large and complex organisation and have led the development, mobilisation and delivery of commissioning strategies and programmes of work to recommission homecare or other similar adult social care services. You will also have extensive experience of successfully leading procurement and market management activity in a social care, health or other public sector environment.
