Chief Executive Designate, Public Health England
Subject to Parliamentary approval, the Chief Executive for Public Health England will be responsible for leading and managing an integrated delivery service at the centre of a new public health system from 1 April 2013. Public Health England will be responsible for commissioning and delivering services and supporting local action on disease control; health improvement; and protection. It will use the best evidence and evaluation to deliver its services and promote innovation. The emphasis will increasingly be on encouraging locally-led interventions where they can have a bigger impact than central control.
In advance of the establishment of Public Health England as an Executive Agency of the Department of Health, we are looking for a Chief Executive designate to join the Department of Health from April 2012 who, together with a small Senior Management Team, will work on the detailed design and form of PHE during 2012/13. The Chief Executive designate will continue to listen closely to the views of stakeholders as plans for Public Health England are developed, and will then go on to lead the new organisation, comprising some 4,500 – 5,000 people.
For this important role, we are seeking an individual with an outstanding record of leadership, management and experience at Chief Executive or equivalent level. He/she will need to understand public health and to manage relationships with the NHS and local government to deliver health improvement and protection through partnership working. He/she must have the credibility and standing to be able to advise Ministers and to influence a wide range of stakeholders.
The successful candidate will need to demonstrate strong interpersonal skills, sound judgement and the highest level of personal integrity. He/she will be a consummate relationship-builder and networker, with the authority, gravitas and enthusiasm to become a champion for public health.
