GBP38,313 to GBP42,992 per annum for 36 hours per week Monday to Friday based out of County Hall, Penrhyn Road, Kingston upon Thames, KT1 2DN and Epsom Town Hall. We are looking for a Bid Manager to help deliver high quality, compelling proposals that will help achieve our strategic objectives and create a sustainable pipeline.

Traded services in Local Government in Surrey are growing and thriving. The Orbis partnership is a partnership of the corporate services of Surrey County Council, East Sussex County Council and Brighton & Hove City Council. The purpose of this partnership is to deliver greater value for our councils, residents and customers by increasing efficiencies and exploiting the benefits of sharing people, resources and technology. In addition to the back office functions for those councils, we provide services to four London Boroughs and some 400 schools, academies and multi academy trusts.

We have schools', academies' and third party business in the Shared Services Centre (comprising HR and Payroll, Finance and Procurement Operations), in Corporate Services (like Property, Finance Legal etc.), together with Services to Schools and Commercial Services to Schools (comprising Catering, Cleaning and Technical Maintenance). Within that context Commercial Services has an existing portfolio worth c GBP30m in revenue. Increasingly, across the South East and London, schools and academies are seeking best value when contracts are re-let and thus there are opportunities to win new business as well as a need to retain existing business.

Our Orbis Commercial Team specialises in Marketing, Account Management and Business Development. The role of Bid Manager will primarily focus on opportunities in Commercial Services to schools but will be part of and have the support of the wider commercial team.

Bringing expertise in the field of business development, proposal writing, and bids, you will capture and develop new business opportunities for our Commercial Services to Schools and our Shared Service. Commercialisation is fairly new ground in local government and this role will be at the heart of transforming public sector services to deliver greater value for our councils, customers and residents.

Reporting to the Lead Commercial Manager and working closely with Senior management in traded services this is an opportunity to be part of the business as well as the commercial function .

  • An understanding of bid documentation and its formal bid structures (PQQ & ITT)
  • Pipeline development through networking
