We are looking to recruit two County Managers, one for Adult Frailty and Long Term Conditions and another for Adult Safeguarding. Lincolnshire is a great place to live and work and the County Council is committed to providing best value, high quality services to local people. We are looking to appoint 2 experienced leaders to join our senior team to take our services forward at this exciting time of Health and Social care transformation. One to lead our Adult Frailty and Long Term Conditions Service and one to lead the further development of our Adult Safeguarding functions and strategies.

County Manager Adult Frailty and Long Term Conditions

As a member of the Council's Senior Management Team the post holder will play a vital role in shaping and delivering quality local authority priorities in partnership with a wide range of organisations from across the Health and Care sector. Current priorities include but are not limited to the development of Integrated Neighbourhood Teams delivering multi-agency, wrap around care to people in their local communities. Making personalisation and person centred care a reality for staff and people accessing our services. Develop, lead and implement a culture of innovative and creative strength based practices. The post-holder will also support patient flow with Community and Acute hospital partners and lead on the delivery of performance targets highlighted in the Better Care Fund local agreements. The service is committed to a high level of performance both internally and with external partners and experience of collaboratively delivering high performing teams is central to the role. Candidates will have strong interpersonal skills, will encourage the celebration of outstanding practice, and be comfortable with challenging poor practice whilst also have the ability to de-escalate difficult situations if this is necessary.

The successful candidate will provide expert advice in relation to Adult Care services for older adults and younger people with physical disabilities to elected members, corporate management team, Adult Care Directorate Management Team and to multi-agency partners. A strong understanding of relevant legislation and statutory guidance is therefore a pre-requisite. Adult Care works closely with Health and Care partners to deliver on developing a competent, confident workforce for Lincolnshire and part of the role will be to ensure that Area Teams are supported to be the best they can be.

The County Manger will lead a number of teams and will have experience of establishing a "leadership at every level" culture. The Adult Area teams comprise of Social Workers, Occupational Therapists and Community Care Officers who assess and support access to community services to meet eligible needs. We are looking for a leader who can communicate, share and develop their experiences and knowledge across the service and promote continued professional development at all levels. There are currently 12 teams across Lincolnshire who work with in excess of 11,000 people receiving long term support.

It is anticipated that the interview date for this position will be the 29th September 2017.

County Manager Adult Safeguarding

As a member of the Council's Senior Management Team the post holder will play a vital role in shaping and delivering multi-agency safeguarding partnership board priorities. Current priorities include but are not limited to the development of a Making Safeguarding Personal (MSP) system culture linked to a focus on prevention and early intervention which will reduce the need for Adult and Child Protection. Candidates will have strong interpersonal skills, will encourage the celebration of outstanding practice, be comfortable with challenging poor practice whilst also have the ability to de-escalate difficult situations if this is necessary.

The successful candidate will provide expert advice in relation to the Safeguarding agenda to elected members, corporate management team, Adult Care Directorate Management Team and to multi-agency partners. A strong understanding of relevant legislation and statutory guidance is therefore a pre-requisite.

The post-holder will also support multi-agency learning and development and will lead on behalf of Adult Care on Serious Adult Review's (SARs) and Domestic Homicide Reviews (DHR's). The role will also have input to Quality and Practice Audits. This will also necessitate working with lead professionals to inform practice development.

The County Manger will also lead a number of teams and will have experience of establishing "leadership at every level" cultures. The Adult Safeguarding teams include a central team of safeguarding professionals who are responsible for responding to over 3,500 Adult Safeguarding concerns per annum. And the Council's Emergency Duty Team which provides an out of hours emergency assessment service. The EDT are all Appropriate Mental Health Professionals (AMHPs) so a strong understanding of the mental health and mental capacity agendas will also be necessary.
