Flying Start is the Welsh Governments flagship early years programme, targeted at 0-3 year olds in the most disadvantaged communities in Wales. The programme aims to create positive outcomes for children and their families both in the medium and longer term.
It's a prescriptive programme providing access to free part-time quality childcare, an enhanced health visiting service, access to parenting programmes and early language services. Delivery is managed across a number of different organisations and sectors and the culture across the board is one of excellence, enthusiasm and commitment. Teams work collaboratively to meet the needs of children and their families and in doing so challenge some of the more traditional ways of supporting families.
This post has been developed to strategically lead effective childcare provision within Flying Start through promoting innovative practice in order to secure and sustain high standards of early years care and education.
We are looking for someone who has the knowledge and expertise to promote compellingly the Cardiff Flying Start vision for children, families and professionals, within and beyond the sector, through continuous quality improvement and through championing the world class nature of early education and care practices across the city.
The successful post holder will play a key role in contributing to the development, implementation and review of local and national childcare practices and in strengthening relationships between childcare providers and schools, reflecting these in the services offered through Flying Start.
This post could provide an excellent secondment opportunity for a suitably qualified person who would be able to take their learning and experience of the Flying Start early education and care approach back into their substantive post to benefit colleagues and service users of the organisation they have been seconded from.
Applications are welcomed from candidates with qualified teacher status plus relevant experience of working with children, families and early years settings. There are also other essential criteria for the post that are detailed in the relevant person specification.
You will:
  • Improve outcomes for all Flying Start children, with a focus on narrowing the gap in attainment for identified groups.
  • Quality assure leadership in the effective delivery of the Flying Start childcare offer at setting level, promoting innovative practice to secure and sustain high standards of early years care and education.
  • Secure system leadership capacity for professional support and challenge across the Flying Start Advisory Team and contracted childcare settings, working in partnership with local authority officers and sector leaders to meet key performance indicators
  • Model and champion integrated working to promote the effective targeting of services and to secure early intervention for those in greatest need.
  • Provide strategic leadership in early years care and education, articulating a shared vision and improvement priorities for this strand of work
  • Promote a consistent approach to improving the quality of learning and development in early years childcare
  • Contribute to the development, implementation and review of local and national childcare policies, procedures and inter-agency working and to reflect these in the services offered through Flying Start.
This post is permanent, subject to continued Welsh Government Funding.
