Norfolk and Suffolk Constabularies have entered into a collaborative partnership for the delivery of support services and are looking to appoint a Joint Head of Finance to take forward the joint finance function.
Reporting to the Assistant Chief Officers in both forces, the successful applicant will initially lead and manage the financial services functions and staff of the two forces and develop a new joint financial services structure to provide unified and consolidated financial services to both forces, to the current police authorities, and to the police and crime commissioners of both Norfolk and Suffolk when elected in November. This will include the alignment of strategies, infrastructure, systems and contracts and delivery of cash and other efficiency savings and VFM in accordance with cost-reduction targets.
Norfolk and Suffolk Constabularies together form a large and complex organisation, employing over 5,000 officers and staff and with combined revenue budgets in excess of £¼ billion. The Joint Head of Finance will lead a Joint Department of over 50 staff providing a full range of financial services to Norfolk and Suffolk Constabularies, to Norfolk and Suffolk Police Authorities up to 21st November 2012, and thereafter to the Police and Crime Commissioners for each county, including financial and management accountancy, payroll, pensions, receipts and payments, insurance, treasury management, banking, financial systems, and income generation. The Department has a force-wide role in linked strategic and financial planning, costing, investment appraisal, and the provision of financial advice and support.
The post requires considerable drive and enthusiasm with established communication skills, in addition to first-class professional finance knowledge, skills and experience, and the incumbent will be expected to contribute fully to the general management of both forces in concert and harmony with all other members of the team of senior managers.
You will have proven managerial experience in the public sector, together with full CCAB qualification (CIPFA preferred). You will have a considerable knowledge of financial tools and techniques (eg, costing, VFM, PFI) and have the ability to apply and communicate these across the two constabularies. Excellent motivation and organisational skills will be second nature.
